| City Superintendent |
| JR has been City Superintendent since 2001. His duties include supervising the electric, water, sewer, street and parks departments. In 2002, JR spearheaded the effort to bring the wireless Internet to St Francis. (The City sold the Internet to Eagle Communication in 2005.) Working closely with the City council, JR plays a vital part in the management of the City. |
