Business Incentives: The City of St Francis has been working on economic development incentives to encourage new businesses in the City. The city council adopted the following mission statement: "The City of St Francis commits to provide efficient, quality services that protect and provide for the growth, safety and well-being of the community and its citizens."

To date the council has adopted the following business incentives:

Resolution 2006-3 : A resolution establishing an employee based utility credit for new business.

Resolution 2006-5 : A resolution establishing utility hookups for new commercial construction.
